They used these to attach to jet fighters for warning tags, more popular are the ones for bombs.;)

Some were attached to the jet engines and others to the bombs they were to drop.

Guy's /Gal's who have them on their car usually display from hood clasp under the hood.
This particular one you have seems logical to put on steering wheel.

Marc is of course right. They are a safety device used primarily on military aircraft or ordnance. For example, as Marc said, you can find them at the front tip of a bomb or missile near the fusing mechanism. They were reminders for the pilot and crew to check the particular item before flight.

For the public's use, we see the "remove before flight" wording on many things. On the lighter side of things, the term appears on unmentionables. Recently, they end up on vehicles at car shows. Here in southern California, you frequently see them with some minor alteration on "tuner" cars...

I have a small one of these on my keychain. I flew on a USN combat aircrew aboard P3 Orion antisubmarine aircraft. When the planes were on the deck, covers were put over anything that could be intruded upon i.e., engine intakes and exhaust, airspeed probes, etc. These covers kept out debris and critters. These covers had to be removed by the flight engineer during his preflight inspection. Every cover had a "Remove Before Flight" ribbon attached to make it more conspicuous. They were also inventoried prior to flight to confirm they were all removed. As you can imagine, it would be a disaster if the engines were lit with intake covers still in place.
